Password Manager says, "Non-functional" and I can't access it via setup screen.

I am having an issue setting up the password manager in Smart Security Premium. I have 2 licenses (desktop, laptop) both are ss premium. When I go to setup the password manager button is red and says, "non-functional". If I click it, the only option is to "disable permanently". I have entered the license number correctly. I have also tried to go to the gear icon to the right and the only option is to go to "manage accounts", which I add my credentials. I add them and it brings me to the license information page. From there, I have tried all the options given, with no results. I hope you can help.  Thank you.
