Create user groups

I have just set up an ERA on Azure server, added computer through rogue detection, they're all listed with IP addresses.
Now i would like to add users to them but I can't because there are none available.

In Admin > User management there are no groups or users. And the options are all greyed out, is this normal behaviour?
The same is true when going to Server Tasks > User Synchronization, clicking New... and then selecting a group, it is empty, and I can't add a new group there since there is no Parent Group.

It is quite likely that I'm missing something simple but I can't figure it out.
