Eset Smart security firewall, duplicate rules

Why has the firewall started generating duplicate rules for applications that have not changed, that already had rules and worked just fine without  new duplicate rules,

Ie i run a TeamSpeak server, and the UDP  rule that allows incoming connections had been set up and allowed months ago,  recently when someone joined of wanted to join the server they were unable to connect because else wanted to make another duplicate rule,  the existing rule is to allow traffic both in/out   ?? the same thing has been happening with my browser Firefox, stepping up asking  to allow or deny connection, to the web page /server  that i am connecting to or have been connected to, in the advanced it shows the ip address, and there is no option to change to any ip , opera browser  has always made duplicate new rules every time it updates, as does overwolf
