Disable automatic first scan EFS

Hi.

I want to disable automatic first scan on servers after EFS 6.5 deployment via ERA 6.5. In policy its disabled:

Why is first scan running after deployment?

I assume it's caused by EFSW receiving the policy with a small delay. If agent already had the policy at the time of installation, it takes it about a minute to send the policy to the product after installation. A solution could be to use the all-in-one installer with pre-configured settings.
