Unable to Run ESET Scanner Download

Please advise if I need any extra tools to run the ESET scanner download from Facebook. I could download the application, but when I try to open and run, only a black screen pops up for 1 second. 

[Samsung Laptop, Windows 8.1, link won't open/run in Chrome or Opera browser] 

The file downloads but won't open. I can't use Facebook until this application opens

Please provide a screen shot as we discontinued the Facebook scanner a quite long time ago when Facebook made substantial changes in their API.

Per YouTube my problem is a common one for hundreds of people. I'm seeing that the winning suggestion is to wait it out and eventually this prompt goes away and you're allowed back in. I find that very disturbing for your company, because your software might be considered the real culprit.
