All program's first run seems to be slow as the files are scanned and any future loading is at normal speed - I assume that a hash or something is stored for future use. There is at least one exception to this...PowerArchiver.

This does not happen and the program's authors have to submit each update to you to overcome the slow *continual* loading. A few days after that the issue seems to be resolved in an update until the next one.

Can this be fixed so they do not have to do this?

Thanks

Generally loading files should be quick, especially if you let the first-time scan complete. As for PowerArchiver, I'm not aware that the vendor submits new versions for whitelisting. If they use heavily packed files which take a few seconds to scan, any subsequent scans should be quick provided that you didn't disable Smart optimization.
