There are too many possibilities and without more details we could be only guessing. All in one installer has been used to install ERA?

I would recommend to start by checking whether tomcat process is actually running, if so, check whether it is listening on some TCP port and whether it is the correct one. It is also possible to check tomcat logs located most probably in C:\Program Files\Apache Software Foundation\Tomcat 7.0\Logs . Most common issue with not accessible console/tomcat is either conflicting port (i.e. some other service listening on the same port) or missconfigured java paths.

i used the all in one installer to install ERA.

I just checked and tomcat service its not running and when im trying to start it it gives me the Error 1069 The service did not start due to a logon failure.

Any clues on what to do?
