Failed to connect to server

Good evening.  My Eset threw an error that it failed to connect to the server.  Earlier today A dialog asked to allow connection to 192.168.49.1.  I do not recall an update done on the eset program so I blocked the connection temporarily.  It is being persistent and the Eset kernal is the one making the request.  Could not find who that IP belongs to in Who IS, just IANA.  

Is this an Eset IP address?
