The same problem here on Windows 10 Home (64-bit), all updates for OP, browsers and NOD32 Antivirus 9. If I disable HTTPS scanning or web protection altogether, I cann access all https sites again.
PLUS: I can only access my imap-account (SSL/TLS) on Thunderbird, if I disable email-protection (imap scanning) in NOD32 as well!
I have contacted support and hope they'll fix this soon.
