upgrade from 9.1.2051.0 to 10.0.2045.0 = restart

I tried it 3 times, uninstall Eset restart install 9.1.2063.0 restart install 10.0.2045.0 - via the above command always restarted without question or warning Windows 10 Enterprise 21H2 EN -

Hello, after upgrading from 9.1.2051.0 to 10.0.2045.0 via silent installation, an immediate reboot occurs even though it is forbidden. I use this command line msiexec /qn /i "C:\Windows\Temp\TEMP_-_ESET---eea_nt64.msi" ADDLOCAL=ALL PRODUCT_LANG=1033 PRODUCT_LANG_CODE=en-us REBOOT_WHEN_NEEDED=0 thanks
