The public ID is just that, a sequence to find you in ESET Systems, cannot be use to activate or track you in any way by outsiders. That's why we ask for that data in particular. -

Technicly, if you remove both (not deactivating ESET product, just remove from the DB), when the ESET Agent report the terminal will show up. -

This error usually is show while the services are still starting up (Virtual Appliance), but I guess you are on the installed version.
Please confirm if you try KB7800...

A terminal after been activated continue this state, so what you have is an abnormal behavior which can be a local problem or a licence problem.
I suggest you open a ticket with ESET Support to check both sides and investigate this problem (local and license itself).
Related to the firewall, make a test in 1 PC, reset the firewall settings, reboot and see if the problem is still there.
Note: ESET firewall "learning mode" is the best way to create rules.

Version 12 is obsolete, and is not protect you from current threats.
You can use version 15 over Windows 7 and stay protected, you just need to install the next 2 Microsoft patchs in order to proceed to install that version.

I don't understand what you need or try to do without more info.
However, if help you can access the ESET Business Portal and deactivate the seats and the license if that what you want.
Other types of request I suggest you contact your ESET Partner or ESET Distributor in your region to request assistance on this matter.

You can upload to WeTransfer and send the links on reply to ESET Support conversation.Also, if you that quantity of terminals, I suggest you use the ESET Protect console and set the graphic interface to minimun, and the alerts and notifications don't show on the client side.

In the EBA portal, look for under 1 name 2 or more listed computers, deactivate all who doesn't have the green "ok" tick. That should lower your seats to the correct number.
In the other hand, If the computers ESET Agent reported previously "ok", you can send a "installation Agent task" but remember to always mention the IP of the "ESET Protect".

Added to above, I suggest to look into the shorcut link address, time ago some Adware add a internet address to the browser launch command line.
Also if is clean, do a reset of your affected browsers just in case (previous backup of any important data there).

Policy > actions > new > settings > user Interface > star mode > Silent > Assign target client > check > finish.
Silent: No notifications or alerts will be displayed. Graphical user interface can only be started by the Administrator.

If you are using our console ESET Protect you can deploy a Policy to set the user interface to only the icon with no access to any menu.About intefaces: ESET Endpoint - User interface elements - Help ESET
As test I suggest you try the policy in a nearby PC before make the final deployment.
