The new "Banking and Payment protection" option means it's no longer possible to enter an emoji into a web browser by using the Windows emoji input panel, accessed by holding the Windows key and pressing the Period (or Full Stop) key.
When the emoji input panel is opened, attempting to type anything results in the characters being replaced by a sequential chain of characters regardless of what is typed.
The attached screenshot is a result of me repeatedly pressing the "a" key.
Disabling the "Banking and Payment protection" option returns the emoji input to normal.

Found the option in Advanced Setup to disable keyboard protection. This has resolved the issue.
