Guys run this command in an elevated command prompt on your affected machines. It downloads the missing files from Microsoft. Run SFC /SCANNOW before and after to verify it worked.

SFC /SCANNOW is not replacing the files. It's unable to repair the files because they're missing, and ESET is saying a restore from quarantine is failing from my ESMC server.
