how do i scan another accounts on my pc from one account?

Yes it is But someone sent me something here and i found out that it’s just a phantom account -
somehow something creating accounts on my pc every time i delete them and i want to know how do i scan this and make it stop and also i got a mail that someone is trying to steal my pc or something like that from the phantom account (from you)
