que.vbs - error on startup

I used CCleaner to remove it from startup and so far it didn't show up again. -

When I delete it, I get this error now after startup:

Hello, few days ago, my PC started showing error dialog window on each startup, saying, that the mentioned script - que.vbs expects command on first line (attached screenshot). I attached also the mentioned file, it contains html of page looking like something from Eset. Is it malware, what should I do with it ??
