My log files are empty - there are zero entries - even events shows no entries. Has anyone else ever had this problem?

having same problem under win8.1 ESS v8 installs & runs fine multiple delete and reinstalls - no improvement -
installed ESS over version 6 on Windosws 7 x64 with no problems, until this info box popped up today (see attached png file fo snapshot)
